How do you contract a foreigner for a short time period in your country?

Hi All

Anybody have experience on how to contract a foreigner for let's say 6 months at your hostel in your country? There is any special exception rule for the Travel & Tourism industry that one can use being a hostel? My idea is to avoid any formal inmigration trouble which normally are very complicated and add burocracy. Maybe something like an tourism exchange professional program, etc. Any guidance will be much appreciated.
